The Import Page dialog box allows you to convert FrontPage web files to PagePorter web pages and add them to the project. Import Page is meant to import files outside the current web. To convert and add files inside the current web, use the Convert Page command instead.

You cannot import FrontPage web files as web user controls.

The imported files are placed in the folder currently selected in the Solution Explorer.
